Seeking a capture tool

Q. Is there a similar fiddler under such a tool, used in the pc phone packet capture tool.
fiddler good experience with them, but only for the http requests.
I want to be able to monitor all packets a tool, but also as an integrated proxy server like fiddler, contracting tools, debugging tools such software.
