Telephony interface can not be ejected

NSURL * url = [NSURL URLWithString: [NSString stringWithFormat: @ "tel :/ / 88888888]];

[[UIApplication sharedApplication] openURL: url];

All of the examples mentioned it, but I could not iphone dial tone on how all pages, not to mention the use UIWebView that way.
