Urgent: Consult on android softap parameter setting items read and preservation

Since I am new to android two days time, there are two questions to consult:
1 is set to open softap items and softap configuration ssid, encryption and password which several parameters are stored in what is inside the file, the code in the android settings looked a little part of the java code, set to open softap entry interface using the interface implementations and configurations softap ssid and password dialog box using not the same, but did not find the final configuration items stored in what file inside.

2 If the above configuration items that I do not want to read through the android interface and save the settings and want to complete the parameters directly through the web to read and save, how to read that this part of the page and save softap this parameter in order to achieve the android parts interact purposes.
