How mobile access LAN PC?

Turn off PC firewall, soft kill
First with another PC, measuring about web page can not normally access (to confirm whether the PC Setup)
Andrews upload a terminal software (some have built-in ROM), use the ping command to ping IP PC machine (actually the network is correctly configured, ping command format with the windows ping)
Individual browser does not recognize wifi
