Seeking a solution iphone mail software

Hello, everybody, the customer's original requirements are as follows:
OA system completed by mail approval (internal systems, only vpn, can not be accessed from outside the network). When approved, the system sends the message to the approver, the approver can be seen directly in the mail-related information, and respond to agree or disagree, automated analysis of exchange server receives information (this part is completed by programming), and receiving processing instructions.

But the customer has a special request that the message be completed only on approval iphone, but can not do on the pc. But as I understand it, technically speaking, exchange is no way to distinguish the message is processed or outlook pc iphone on the handle.

Is there any other way to get the server to distinguish the message is sent to the iphone it, whether iphone mail software can join a special mark to indicate their sources of it?
